Along with the education for all-around development and the innovation education's implementation, the open problem has received the widespread attention and the universal value in our Educational circles. Compared with traditional closeness test problems, the open problem obviously contributes to the students'creative spirit and ability development. However, people seldom work on the middle school political opening problems' systematic research, and the general teachers are not quite familiar with the political opening problems' establishment, which has hindered the opening topic application and the development.This article attempts to elaborate the junior middle school political opening problem from aspects, such as research background, connotation, characteristic, function, establishment. First it elaborates the production background of the middle school political opening problem. Then, it draws a conclusion that the political opening problem has the characteristics of proposition openness, answer openness, assessment openness, according to the analysis of the opening problems. Third, it demonstrates that middle school political opening topic has effects on raising the students'innovation ability, promoting the teachers' specialized growth, reforming politics classroom instruction, and realizing educational judgment; Fourth, it points out that establishing middle school political opening problems should follow the principles based on the curriculum standard, the teaching material, the students'actual situation, etc.
