As an important cultural form in the present society, Moving Image—movies, televisions and videos, is the contact most media forms for primary school students in their daily life.Besides enriching primary school students'studying and daily life,Moving Image are also setting up higher goals for them in the relevant literacy achivement.Critical and creative moving image media literacy will be a core literacy in the 21th century,therefore,it is not only an option but also a necessity to add moving image media literacy education to the schooling of the primary school students who are now aggressively growing and will be determined by only their competence and literacy to decide whether or not they can meet with the requirement of the new century.This paper first explains the necessity of why to cultivate primary school students' moving image media literacy.It then makes a comparison between the moving image educational practices at home and abroad,by which a conclusion has been drawn that,due to the lack of theory or outline concerning moving image media literacy education in our country,relevant educational practices at home all have somewhat flaws.Therefore,on the basis of analyzing primary school students' characteristics and some relevant theories on moving image media literacy,and taking example of England's "3Cs" model,this paper comes up with and explains the "CLI" model of moving image media literacy cultivation for primary school students.the "CLI" model is a content model which comprehends the three elements of media culture,media language and media information from the different achieving levels of knowing,understanding and applying.Combining with the classroom teaching skills under the "CLI" model put forward by the paper,this study launches an educational practice for the cultivation of primary school students,and testifies the effectiveness of the "CLI" model.This paper diagnoses the Status and effect of primary school students'moving image media literacy with interviewing method and action researching method. The conclusion indicates that using the "CLI" model for reference to improve primary school students' moving image media literacy is available. The methods under the "CLI" model can help to improve primary school students' capacities in cultural discrimination,language recognition and information comprehension of moving image media contexts.
