Countries around the world are increasingly aware of the enormous progress that science and technology innovation bring to a country. Increasing investment in science can give a county the high ground in science and technology competition. In April2013, the Ministry of Education announced the "2011Plan" the first14National Collaborative Innovation Centers, which shows China’s overwhelming support for state university collaborative innovation. Although the predecessor of university collaborative innovation centers, industry-university-institution co-operation, has made great achievements, benefit distribution often leads to problems that eventually end collaboration. The main reason for unresolved benefit distribution issues is a failure of national departments to establish a rational management system for these collaborations, and no effective benefit distribution mechanisms. with the innovation of the management system of university collaborative innovation to drive the reform of the benefit distribution mechanism, taking management system as the breakthrough point and council system as a platform for coordination of the interests of all parties in university collaborative innovation, to build a new kind of benefit distribution mechanism is the research emphasis and innovation point in this paper.This paper offers a review of the literature in research on university collaborative innovation and the allocation of research and research interests, and points out weaknesses in previous research; it also looks at the new management system of income distribution of the council system. This study uses semi-structured interviews to analyze the interests demands of different collaborative innovation centers, and focuses on the benefits and potential problems of this new management system. We also simultaneously analyze the special properties and characteristics of collaborative innovation centers, and believe that this innovative management system offers advantages to collaborative innovation centers. Additionally, we build a mechanism for income distribution for university-based collaborative innovation centers, the Council system; this mechanism includes the identification of the factors that influence income distribution, the definition of income distribution, and principles and methods of income distribution. In this system, the coordination council committee is responsible for managing the income distribution. The five steps interest allocation process is divided into three parts, the initial allocation of benefits, the re-distribution of benefits with feedback, and the evaluation and adjustment of interest allocation scheme. In this paper, the initial distribution of benefits of innovation centers is identified as similar to the salary structure in the concept of " basic salary," and allocation of interest is again similar to the "pay for performance" concept. Finally, semi-structured interviews and research in six countries on selected cases of Collaborative Innovation Center constitutes the first empirical study to analyze the status quo distribution of benefits under the council system mechanisms.This study important for the improvement of collaborative innovation, can help enhance the competitiveness of China’s science and technology, and has important theoretical value. As a result, this study on collaborative innovation center management systems has practical important for developing useful income distribution management systems.
