The central government promulgated "On the basis of the reform and development of education decision" in2001, establish the policy of "rural compulsory school adjustment according to local conditions". By this kind of policy guidance, part of rural schools in China, especially the small size rural primary schools were merged. In the process, because of the operation was not reasonable and a series of problems and contradictions also increasingly prominent. Academic circles researched the advantages and disadvantages of the layout and adjustment of rural schools usually in structure analysis, this leads to lack of focus on the operation process of the specific school layout and adjustment, thus unable to reveal the deep reason of the contradiction between the government and the parents of the students in the layout and adjustment of rural schools. Thus, this article selects the L county in Hebei province as research site, take the parents of the students in the county who had game behavior with the government as cases, from the parents of the students and the local government of dual perspective, based on the analysis of the operation situation, operation process and the parents of the students gamed with the government and a series of events in the layout and adjustment of rural primary school, explore interests subject logic of practice between the parents of the students in the action and the local government strategies, and further reveals the social consequences what at present stage the layout and adjustment of the countryside school procedural operation brought by.Based on the empirical investigation, the study draws the conclusions that:(1) The layout and adjustment of rural school with the reform of rural taxes, the central finance through the transfer payment and the various measures to increase rural basic education investment, the rural students’ parents to children’s education to further reduce the burden. Meanwhile, with the rural basic education mainly county management system gradually formed, the governments at county level financial pressure is mounting.(2) After the layout and adjustment of rural school policy implemented in the local place, the local government in response to the call, reduce the dispersed of education investment, to the original rural elementary school on a large scale removal and merger. Because of the removal and merger school were procedural, made part of the students lost the chance of nearby enter a school, the parents of the students and thus increase the unnecessary spending. Moreover, many of the countryside elementary school removal and merger were built in the1980s, at that time the primary school mainly by the country to construction, actually it was by villagers make their own, now the layout and adjustment of the school policy also affected the interests of all parties.(3) The government at county level use the executive order way to push the layout and adjustment of rural school policy, but as the policy target groups of students and the parents, their views were ignored. The damage to the interests of the program and injustice, make part of the parents of the students take the meet with the higher authorities, resist removal, or let his children drop out etc."unconventional actions" to game with the government, expecting to stop or put off the school merge? or let the government promised to other requirements. When the government meets resistance of the parents of the students, they will make a response according to different situations. In the collision of individual action and government strategies, the school became the "intermediate zone", their efforts have contributed to a game balance.(4) In this game of the parents of the students and the local government due to the layout and adjustment of school, both the action choice give expression to rationality on their own account, and then it reflex that the county government dilemma in making policy, and accompanying there is the county government policy planning and the target group of demand disjointed, the interests of farmers express channel thwarted, and the relationship of the local government and farmers alienated.In a transitional period of Chinese society, the gap between urban and rural education from the original larger pattern gradually realize the balanced development of rural compulsory education, Education resources needed to distribution, the fact of rural school-age students gradually reduce also proved that the necessity of the layout and adjustment school. However, rural schools in the process of the layout and adjustment, the government’s not programmed operation still can not and the needs of target groups that agrees, and when the parents of the students’ interests and needs only through unconventional action to express, the implementation of the layout and adjustment of rural school policy must be difficult. Since the present rural basic education management subject is the county government, So the government should be in line with the service the value orientation of public interest, make the layout and adjustment of the rural school more effective, to realize education reasonable allocation of resources, Protect the students and the parents of the students interests.
