The nation grants sixty-eight colleges to launch web-based education from 1998.College Web-based Education has made achievements nationwide in our country. The Campus Learning Center is the bridge and link of Colleges and students. Its status and role are becoming significant. From 2001, under the guide of lifelong education, Campus learning center in Yunnan Province of Web-based Education of Universities has made some achievements after ten years'development and practice. But it also faces a fierce competition. How to perfect itself, how to do well the Construction and Learning Support Services, and how to meet the higher requests which have been put forward to the quality of the network education with the social development, all these have become urgent problems that have to be solved by the center.Taking the Campus Learning Center in Yunnan Province of Web-based Education of Universities as the studying object, the article collects data through from yearly reports in 2009 117 learning centers, which are run by the 45 the Web-based Education Academe of Universities in Yunnan Province, as well as investigations of 30 campus learning centers, including construction, academic departments, the teacher's condition, the teaching establishment, and teaching management, and the field experience through assessment personally. On these bases, the article explains systematically implementation means and characteristic feature of the Web-based Education of Universities, and functional elements and the target of constructing of campus learning centers.According to the statistic data, it is found that the development of the Web-based Education of Universities meets the extensively educational need of local people. But as the product of the Web-based Education, campus learning center lacks of standardization, and was not monitored effectively to the quality and assessment. These situations affect healthy and orderly progress directly, because construction and learning support services are out of phase. According to basic theory of the Web-based Education, the article put forth some constructive suggestions on the managerial guiding ideology, capital construction and learning support services to the Campus Learning Center in Yunnan Province of Web-based Education of Universities, which is hoped to shed lights on the development of campus learning center in the future time.
