The coordination and unity of quality, scale, structure and benefit of higher education is the best development state of higher education. And this depends on that the four factors' development consistent with their own rules. As to the structure of higher education, it contains hierarchical structure, regional structure, categories structure and form structure. The first three have been studied systematically and deeply, but there is a few studies on form structure of higher education.In this paper, the transformation of form structure of higher education since 1978 is divided into four stages. Form two aspects, the number of educational service agencies and the number of students, this thesis compares the transformation of different higher education forms, and summarizes the characteristics during the process of change.With the research fruits of new institutionalism theory and population ecological theory, this study analyzes the influencing factors of transformation from the angles of internal and external factors. Competition, cooperation and convergence are the internal factors which lead to the transformation. The guidance of educational policy, the revolution of instructional technology, social recognition, the level of economic development, the number of school-aged population and the educational needs affect the transformation as external factors.The existing form structure has its rationality, but there are also some problems should be valued. Based on the theory of structural functionalism, this paper suggests that the following problems should be taken seriously——the relationships between different kinds of higher education forms are absent, there is a obvious missdistance between form structure and the practice of lifelong education, and the function realization should be improved better.Finally, this thesis draws four conclusions as follows. First, the optimized form structure of higher education should possess the surface features like reticular structure, and reflect the essence of lifelong education concept. Second, it should remain comparatively steady, and encourage the trial and development of different kinds of higher educational forms with an open mind. In addition, to realize the coordination between institutional environment and technological environment, and the interaction between internal factors and external factors are also the important methodological choice to promote and optimize the form structure of higher education constantly.
