Since the 90s of the 20th century, at the new situation of paying attention to "three rural" issue and pushing forward the construction of in rural areas, rural distance education is facing new development and opportunities. The increasing popularity of computer networks and the rapid development of the INTERNET have brought many new opportunities to distance education. With satellite, TV and computer multimedia technology, distance education represents the direction of modern education. Distance education is available to share teaching resources, online communication, online teaching and distance education and other advantages of the various functions, making it a positive trend of rapid development. However, the formation of China's urban and rural long-term economic and social impact of uneven development, agriculture, rural areas, peasants have become obstruct in our economic development, social progress and key issues, constraining of building a well to become a bottleneck. After China's accession to WTO, our economic became globalization, and competed into internationalization. As China's largest population groups - farmers, to compete in the global economy and gain a firm footing, we must improve the scientific and cultural level, grasp of market information, and enhance competitiveness. However, to increase our population, the overall quality of farmers living in scattered, we need the full development and use of the media network resources, to the modern distance education and information services. Therefore, to speed up construction of rural distance education network, to promote networking, information and education resources development and utilization of the service, "Agriculture" educational needs, is the inevitable trend of social development. Distance education conforms to the trend of lifelong education, with large capacity, wide coverage; spend less, effective, and other educational advantages, which is an important type of education to promote rural economic and social development. This type of education serves the farmers of lifelong learning effectively, and has become the preferred system of lifelong education in rural areas. Service to"three rural " is the inescapable responsibility of the community. Distance education in rural areas as rural economic and social development and education ties between services responsible for the "three rural" important mission. How to promote modern distance education in poor areas of new rural construction is China's urgent need to resolve important issues currently.In this paper, under the guidance of systems theory, learning theory, theory of distance education and based on the analysis on theory distance education in the rural characteristics, advantages, features and aspects of the agricultural extension influence, we conducted an extensive survey in the area where build modern distance education branch which are represented by counties. By using modern educational systematic theory, the paper analyzed modern distance education system. The use of educational technology and distance education systems approach the planning and design theory. To take the education needs analysis and the regional characteristics as the starting point, this paper focused on the Liaocheng rural areas in the development of modern distance education problems. Education from the concept of distance education, funding sources, the modern distance education system in rural areas, rural tele-education and research in various aspects, the countermeasures resolved many problems. This paper mainly in the economic level of the middle of the county wide survey of the area and found the existence of the concept of distance learning education in old, imperfect system, service failure, service awareness is not strong, the lack of adequate financial support, personnel support issues such as inadequate, and to investigate the causes of these problems and statistical analysis. In this basis, the study discussed Liaocheng area suitable policy for modern distance education in rural areas and the countermeasures and proposed the background in Liaocheng modern distance education in rural areas of new rural construction, which must establish a proper education concepts of peasants and establish the sound of rural distance education system, actively seek the input of funds, and strengthen the teaching staff, carry out agricultural research in distance education measures.
