Fairness and justice are the basic belief and code of conduct with eternal values in human society, which reflects the relations between the interests among people, the criteria to deal with this relationship and an important basis for measuring social system. Discrimination is one among many kinds of unfairness. Employment, as the basis of people's livelihood, it is important for constructing a harmonious socialist society. College students are precious human resources, and their employment situation is directly related to social stability and national development. Fairness in employment has direct influence on the fairness in education and society.With the establishment and development of Market Economy, graduates from colleges and universities are gradually choosing their jobs by market selection and configuration. And therefore great changes have taken place in regional employment situation, from the government guaranteeing the jobs in Planned Economy to the graduates deciding their jobs through two way choice, competition, selection of the best or creating their own careers in Market Economy. The employers also decide their posts on demand. The continuous expansion of college and university admissions from 1999 has made the development of higher education reach a new stage. The soared number of graduates and the limited social demands, results in severe employment situation.Firstly this thesis tries to analyze the phenomenon of discriminations for local graduates. From the perspective of employers: they hold discrimination against non-elite, they hold qualification and experience discrimination, sexual discrimination and some even hold discrimination towards poor students. Job markets also have different admission requirements which tend to be a kind of discrimination. From the perspective of graduates:they have preference towards certain regions, lines, jobs and even companies which work as a kind of hindrance for their job seeking. Secondly the thesis discusses the main reasons for the phenomenon. The first one is the expansion of the local college and university admissions. The second one is "over education" which results in "high talent consumption". The third one is the backward development of local economy. The fourth one is the graduates'misconceptions to employments.At the end of this thesis, it focuses on the countermeasures of upholding and promoting employment equity:First, local colleges and universities can only develop well if they are unique with clear orientation. They should base their development on the need of the markets, especially the need of local economy; they should carry out the education reforming, specifically the teaching reforming; they should be employment oriented and always be ready to make proper adjustment between talent training and courses structure. Only in this way can they make their graduates more competitive. Second, the society should create a good environment for job seekers from vocational schools. Different governments should pay enough attention to graduates'employments and take proper measures to eliminate employment discriminations among local graduates. And they should develop the economy properly to create more chances for employments. Third, graduates from local colleges and universities should change their concept of employment. The colleges should offer enough guide on students'career planning, help students to know about the present employment situation and make students have correct outlook on employment and job selection and therefore they can take employments actively and especially in underdeveloped regions and in basic lines of jobs. Fourth, enough attention should be paid to poor students and female graduates. The society should offer enough concern and psychological counseling service to them and try all means to give them more information and service of employment and therefore help them have enough confidence to seek jobs actively.
