China, has poor teaching conditions, is the guarantee to carry out the new curriculum reform. In the new sports curriculum standards implementation, indeed there have been some gratifying change, but as a long-term impact of traditional concepts and constraints, coupled with the spirit of"New Curriculum"failed to understand the good, the new sports curriculum standards in the implementation process a number of perplexing questions. If these issues are not well addressed, it will definitely affect the smooth implementation of the new curriculum standards. Automobile plant admission of the first batch of six middle high school sports and health courses focus on the implementation status of the investigation analysis, a comprehensive understanding of the sports and health curriculum standards, and to the implementation problems for the provision of effective measures.And the study reveals:(1) Managing organizations and operation systems are not well established, which restricts the teachers'active and devotions; traditional teaching concepts and the ideas that"the rate of being able to higher schools is second to none".(2) It cause the school leaders ignore P.E and students'parents not to collaborate with schools, which add difficulty to the implementing of P.E curriculum standard; the structures and contents of traditional P.E curriculum are not proper, P.E teachers are difficult to reach curriculum goals and the students are not fully developed; P.E teachers are in great need and their professional qualities are not high, which causes the casualty of opening P.E lessons and this is unfavorable for the implementation of the new P.E curriculum standard.(3) Teacher understands the new class sign the way, mainly by school transmission primarily; some teachers thought understood the new curriculum standard the degree is ordinary. The investigation demonstrated, the majority of teachers hold the affirmation manner to the new class sign theory stratification plane, but thought the new class sign the feasibility is ordinary. (4) The students are weak in basic knowledge, their physical quality and technique are very poor, and they lack sports techniques, which have influence on the implementation of new curriculum standard.(5) Most of students will not take participate in extracurricular sports activities, the reason that they have no time, not to be familiar with it, have no interesting, lack of the skill, the location and equipment's limit, lack of the companions, the bodily reason and nobody instruction.(6) Due to the influence of"examination oriented education, students have some prejudices on physical education. They considers physical exercises as play or physical exercises, failing to recognize the important role of physical exercise played in comprehensive quality of students.(7) The time after class for activity can reach an hour in junior middle school. The content of after class activity is abundant, and the students'passion to join is also high.This paper puts forwards some corresponding strategies:(1) Establish the characters about the Physical education and health.(2) Design the goal for locally physical education and health based on the"New Curriculum".(3) The school leader should think much of the sports and support developing the school sports.(4) To change the traditional teaching idea,the teacher develops the new curriculum resources.(5) To enhance P.E teachers'training work.
