Pepole's Life In Subside Within Sociology Perspective

To deal with settlement area which be formed of coal cutting is generally considered as a world problem. In foreign country, corresponding law are taken out before coal mining, developed countries often planning to deal with settlement district first. But at present, the domestic traditional management mode mainly is not to deal with it until the settlement stabilized, it is, coal minning makes the settlement--the settlement developes-idle it-deal with it. This management mode is hysteretic, lacking of people-oriented spirit, has some negative effect. This article takes the settlement district in Panji, Huainan as an example, mainly investigated the residents' resettlements, investigated the residents'removal, employment, agriculture mode and ideological change, interviewed the local government leaders, to understand the governmental effort to resettle the residents who living in the settlement district.Part one, to summarize the research of settlement district by coal cuntting, compared the research on settlement between the domestic and the overseas, point out that the coal cutting makes the land sinking, and the pepole's lives are damaged, so the government must to take more effort to deal with the settlement.Part two, to describe the gerneral situation of settlement area in Huainan, to investigate the reclamation and compensation at some settlement area, and listing the research on the problem of settlement whhich taken out by the government and research institutions.Part three, to interview some farmers in settlement area individually, investigate their life and psychological condition when they have lost their land, and to summarize the data to obtain the residents'opinion about resttlements, migration, the change of agricultural mode and employment.Part four, take a detailed investigation in Panji, Huainan, to describe the status to hlod land and the compensation for lost territory in Panji District, and take a questionnaire survey to some farmers who lost their land. Meanwhile to describe the successful case of reclamation on the settlement area in Panji——Houhu mode detailedly, and get some inspiration on taking the Houhu mode to deal with the settlement area.Part five, put forward some viewpoints on the compensation and resettlements for farmers who lost land, and interviewed the correlative government leaders to understand the governmental planning to resettle the land-lost farmers.At the end of the article, through the investigation and compilation of the article, the author puts forward that the sociological significance of the article is to call for that when government act, there the people's advantage should be put on the first, and when economy developes, attention should be paied to the people who lost their land because of coal cutting, coordinate the advantage between workers and peasants, city and country, local and miner, to safeguard, protect and care the people's vital interests, and implement the scientific outlook on development, adhere to the people-oriented. This is the sociological meaning of the article also.
