The funding of strapped college students is the extension social justice system in the field of education, which has always been the concern of the nation. This study suggests that students'poverty is not just cause by economic but also lack of ability. We are currently defined college poverty students are, who gives the embodiment of the economic poverty first, in the overall this is also in the line with the status that the economy is more backward and poor population base and large in the western, ethnic minority areas. The current finance system put the focus on the financial assistance for the poverty students, including the payment of scholarships, the organization applying for student loans, etc. It can alleviate the economic pressure on family life of poverty students by these ways, but they are not enough to train students'self-rescue capabilities.Because the remoteness, and lack of information, and most of the poverty students are living in the mountain, bringing about that they are lacking of language, communication and innovation, which are most reflect the personal capacity in the information society. At the same time, poverty students in the western minority areas as family is poor, comparing to the better students whose family in the city, they will become inferiority complex or too sensitive to psychological self-protection, autistic easily. So, what we propose to poverty students in the university not only stay in economy, but also including "Relief, Determined, Strong energy", three in one, complementing each other and indispensable. This study thinking beyond the conventional study, and go with the actual situation of western national area colleges, Before analyzing the main features of poor students and the limitations of purely economic assistance in the western areas, through relevant theories, and carrying out effective research and practice, proposing targeted and effective strategies, and ways for the ability of poor students in colleges and universities at last.
