The Research About Poverty Students’ Subsidization Policies Execution Problems Of Chengdu XX College

Along with the reform of higher education system into practice, family low-incoming students in college have increased. The research from Ministry of education in2009shows that poverty Stricken Students in college account for23.06%of the total number of students. Among them, the family economy particularly difficult students accounted for7.26%. The emergence of Poverty Stricken Students has caused extensive concern of the society.’The Chinese education reform and development compendium’ also point out these principles:’the nation should set up loans and offer help to the family economic difficulties students’;’the state, enterprises and institutions, social organizations and schools can set up a scholarship’;’the nation can support award to the excellent students and the students who apply the national key guarantee、special hard major’;’to create conditions to encourage and support the student to participate in work-study programs, and deduct tuition and fees or provide loans to the family difficulties students’. According to this policy, colleges and universities basically set up a financial aid system by using ’scholarship, work-study, loans, subsidization and exemption’.These years, it appears some new problems such as:unbalanced regional economic development, incomplete social credit system, increasing Differences between urban and rural areas, increasing gap between poor and rich. These problems cause some new problems, such as:the certifications of poverty stricken students are hard to notarize, because of different areas and living standard, the previous luxury things such as cell phone become necessary, Some students don’ t have a correct understanding about this policy. How to deal with these new problems which coming with developing society has directly affected the implementation of this policy. Being a college of education, Chengdu XX College must face massive subsidization work. According to these relevant polices of state and the physical truth of college, Chengdu XX college has accomplished evaluation and declaration of poverty students, has accomplished giving out subvention. These years, along with increasing numbers of students, the subsidization work has faced major pressure. These pressures mainly reflect on lower reliability of poverty materials, subjective evaluation, and sick of social force and so on. This article analyses the reasons of executing poverty student’s policy, and gives out some suggestions by using foreign advanced experiences.
