The 19 th National Congress of the Communist Party of China has proposed that talents are the strategic resources for realizing national rejuvenation and winning international competition.With the deepening of the strategy of strengthening the country with talents,governments at all levels are increasingly aware of the importance of talents as the first resource for regional economic development and the urgency of accelerating the introduction of talents.They have issued a series of policy measures for the development and management of human resources and joined the fierce "talent battle".Despite the backward economic development of poor counties,they also have a clear understanding of the importance of talent under the current situation,putting the development and management of talent resources in a prominent position,and regarding "strong county with talent" as a strategic choice for county economy to achieve leapfrog development.However,due to the late start of talent strategy in poverty-stricken counties and the weak economic foundation,they are in a disadvantaged position in the competition for talent.The lack of human resources has further restricted their economic development.As the poverty-stricken counties with a decisive battle against poverty and a comprehensive and well-off society,how to build a large and high-quality talent team to provide talents and contribute to the poor areas is a prominent problem that has long plagued them.Based on theoretical analysis and field investigation,this paper conducts an in-depth discussion on the talent work in N County,a deep poverty county in Shanxi Province,aiming at its current situation of insufficient talent,low level,unreasonable structure,difficulty in introduction and serious loss.Through four chapters,this thesis analyzes and studies the development and management of talent resources in poverty-stricken counties.The first chapter summarizes the concepts and theories related to the development and management of human resources in poverty-stricken counties and analyzes the urgency of strengthening the development and management of humanresources in poverty-stricken counties.Chapter two takes N County,a national-level poverty-stricken county,as an example to analyze the situation of N County and the work situation of talents.It focuses on the main practices and effects of the development and management of talent resources in N County,as well as various problems existing in the process of talent introduction,management and use of talents.The third chapter,on the basis of the previous chapter,makes an in-depth analysis of the causes of the problems in the development and management of talent resources in N County from the three aspects of talent concept,objective environment and management mode.The fourth chapter specifically on how poverty-stricken counties to strengthen human resources development and management,has been updated from the concept of talent,creative talents mechanism,strengthen measures and cited only optimize the talent depth analysis of these environments,poor county resources development and management personnel.Some reference suggestions for the development and management of human resources in poor counties are provided.Based on the research of poverty-stricken counties with relatively backward economic and social development,this paper puts forward practical and effective countermeasures for poverty-stricken counties to do a good job in talent work under the objective environment of backward economy and lack of resources,through analyzing the practices and existing problems in the process of talent resource development and management in N County,a national-level poverty-stricken county.While complementing and improving the existing talent resource development and management system,it can also serve as a reference for talent work in other fields.
