China's agricultural civilization has a long tradition of the country, and long-term based on agriculture-based. Therefore, rural construction, rural governance in China is always a major event in the political and economic life. This paper attempts to social capital theory as the theoretical support, expand on Tian Xin Village in Jiangxi Province case study of governance.
