Research On The "Village Merge"Community Governance Under The Theory Of Social Capital

The proposition of "Constructing a Harmonious Society" concept marks the works of the Party to promote the livelihood of people going into a new phase, narrowing the gap between the urban and rural areas, speeding up the process of urbanization is an important part of Constructing harmonious society. Adapt to the integrated development of urban and rural, Village Merge come into being and it has closed relationship with the urban-rural integration. On the one hand, implementing Village Merge and rural community management is an important way to crack the urban-rural dual structure, balance the development of urban and rural, narrow the gap between urban and rural areas and ultimately promote the socialism new rural communities construction and urban-rural integration’s process. On the other hand, urban-rural integration is the theoretical vision and ultimate goal of Village Merge. The rural communities are unlike the urban communities, therefore, the governance model of rural communities is bound to the urban’s. The raised of the theory of social capital provides a new perspective and interpretation tools for communities’ governance after village merge, besides, it offers important references for the new rural community governance. Thus, by means of this new theory of social capital research tool, the research on rural community governance is conductive to detect problems timely after the village merge, accelerating the construction of rural communities, and to achieve progress and innovation in the rural community governance, so as to get the goals of integrating resources between urban and rural, promoting various production factors,such as capital, technology, human resources, to allocate reasonably, and speeding up the process of urbanization.The construction of Long che’nian community is a new try from decentralized village governance to centralized community governance. In this research, through literature collection and field investigation, the author get a general understand about the basic situation of long che’nian community. In the study, we find that some traditional social capital factors, such as "family circle","relative circle" and other factors forming among villagers before village merge still play important part in community governance and laid the foundation of community governance. The new social capital factors forming after village merge, such as the diversification of available network capital in the community residents’ re-employment, the improvement of public social capital, the augment of social capital and so on, provide a favorable opportunity for the community governance and development. The integration of urban and rural areas accelerates the process of communalization. At the same time, problems are inevitable in the process of community governance, focus on life security problems after losing important social capital especially land of the community residents, and the traditional social capital, which has the "family circle","relative circle" as the core, govern function weaken in the community governance, the residents’ dissatisfaction with the community governance model, the land transfer procedures, constitutes the potential threat of social capital factors in the community governance. Among them, the residents’ living problems after the land transfer is an insurmountable stage to realize good community governance. In addition, the unification of community governance and the change of governance way are also important effect factors in good community governance.It is long way to go but meaningful for making full use of the social capital to promote the community governance. On one hand, we should continue to make full use of the traditional social capital factors; on the other hand, we can accord to the change of the social capital coming with village merge and capitalize them in their trend. The most important is to solve the residents’ life security problems after losing land.
