A Survey On Higher Education Justice Of Western Ethnic Minority Region

Since June 2004 our country put forward the sense of harmonious society, the socialism affairs in our country had developed for another seven years. Within the seven years, leaders of CCPC has expatiated this concept for many times, which made the harmonious society a well defined concept, and much more close to the nature of socialist society characterized by Chinese that we are constructing. Harmonious society is a brand new and innovative creation by the leaders of our country on politics and social constructions. A key aspect of the harmonious society is the emphasis on people orientation, which complies well with the concept of scientific outlook on development and sustainable development which CCPC has put forward formerly. To realize the goals we mentioned above, we must ensure the fairness in education. The right to engage a fair education is undeprivable for each individual. The fairness of education plays an important role for both individuals and the development of the society. This paper will discuss the problems in our way to the fairness of education, and propose relative policy suggestions.Relative researches usually discuss this issue in two separated phases which are well known as the elementary education and higher education. The main reason for which is that there are a lot of differences existing in the two phases, and conclusions might not be suitable for each other. We believe this way to research is reasonable and acceptable, so that this paper follows this way of separating and concentrates on higher education. as for the elementary education, we only treat it as an related aspect that affects the fairness of higher education. Withal, concerning on the situation that some scholars have engaged in some researches on the issue of education fairness at the level of entire country as well as provinces, we will give more attention to the fairness of education in minority areas for the reason that our country is a multi-nationalities country who must deal with some special problems of nationality. This paper uses existing relative researches both domestic and abroad for reference; take western minority area in China for example; researches the issue of education fairness in minority area from three aspects, the fairness of opportunity and the of obtaining fairness as well as the fairness of job opportunity.In this research, we concentrate not only on the unfairness of the actuality and problems that exist, but also expatiates the importance of education fairness for the total development of individuals and the society, the promotion of economies, and maintaining stabilization of the unity of nationalities from the aspect of economies, politics, society, moral based on the fairness of the fairness of higher education. Then we propose some suggestions based on the issues we discuss. Such suggestions might be a little bit ex parte for the reason that the author's ability and knowledge is relatively limited. But this will not affect the meaningfulness and the conclusions.
