"Preliminary Program Design" is the basic learning modules for information technology courses, which is one of the elective courses for high school. Advocating school assignment design for level teaching and competency-based instruction, can promote students'motivation and characteristic development as well as improving teaching efficiency and effect of program design courses.Based on the principal of competency-based instruction, the theory of the optimization of teaching process, Zone of Proximal Development Theory, Mastering Learning theory and Multiple Intelligence Theory, the thesis starts with abundant literature reviews and gathers experts'research results by means of interviews and questionnaires. After analyzing teaching objectives and contents about "Preliminary Program Design", the thesis determines the objectives and contents of level teaching, and then summarizes the principles of school assignment design for level teaching, like level teaching, self-motivation, adaptability, practicability and extensiveness. Concrete methods of level teaching assignment and relevant teaching methodology in both explicit and implicit instruction are put forward. According to different levels of knowledge scope, school assignments of "Preliminary Program Design" are categorized into different contents and then the feasibility of level teaching assignment is determined.The thesis may serve as practical references for high school teachers about some inspirations on information technology assignment design and plays a part in quality-oriented educational reform.
