Following the development of higher education of our country to the depth, higher education has been into the period of mass education. And the local universities have made a great progress in educational resources, students quantity, students management, educational scale and so on. However, due to the college expansion plan for more than 10 years, there are lots of changes has happened in talents. On the other hand, there are also series of problems in teaching, management and employment, which are sharpened and have to be resolved urgently. So the trend which is the change from elite education to mass education is an higher demand than before to higher education. Many local universities carried on higher education system reform and also carried on a series of teaching system reform according to the principle of education in accordance with individual differences and based on establishment of intensive training class, which educates lots of innovated professional talents for the development of special disciplines and majors, and supplies a good prototype for the establishment of a successful teaching model. Based on this successful model, it will be promoted to the other majors of the whole campus.Firstly the paper analyses the current situation of talents education of local universities comprehensively and suggests the importance and the necessity of teaching reform. At the same time, it also discusses whether intensive training class is feasible in the plan of teaching reform in terms of the new concept that is the theory of elite education under the background of mass education. Through mass of investigation and interview, the author found there are some faults and problems to intensive training class in university position, teaching concept and method, management method and education in spirit and politics. It also includes some new problems unprecedentedly. For those problems, the author points out some feasible resolution by means of some successful experiences of other universities in this field and explores educational model of intensive training class in current situation, which looks forward to being a breakthrough and supplies a good prototype for teaching system reform of local universities.
