Research On Evaluation System For Special Major Construction Projects In Colleges And Universities

Constructing special majors in universities and colleges is a significant method for optimizing the specialty structure, improving the quality of personnel training and highlighting professional features, also it's the basic guarantee for China to achieve the strategy of reinvigorating China through human resource development. It is very important to establish and improve professional evaluation and monitoring systems for the development of special majors.In this paper, author pointed out that the evaluation indicators for undergraduate special major promulgated by Ministry of Education are lack of pertinence and scientific methods for evaluation and setting the index weight. An evaluation system for special major in colleges and universities was built up in the research which points out that a professional evaluation system should follow the principles of objectivity, comprehensiveness, operability and diagnostic, as well as goal congruence, independence and comparability. During the construction of evaluation system for special major, goals & ideas, faculty & staff, teaching conditions & processes, students'quality and social reputation were chosen as first indexes. Moreover, we also selected another 19 items as second indexes, they are professional orientation, educational philosophy, specialty development planning; number and structure of faculty and staff, academic standards of teachers, teaching ability and training of teachers; special funding, teaching facilities, teaching practice, teaching techniques; teaching management, training programs, teaching contents and curriculum system, teaching methods, teaching reform and research; as well as the basic theory and the overall quality, innovative spirit and practical ability, social reputation. When it comes to setting the index weight for special major construction, we employed the means of Analytic Hierarchy Process (AHP) to determine the coefficient according to the characteristics of relevant major. Also due to the vague and non-quantitative features, Fuzzy Comprehensive Evaluation Method was applied to make the evaluation systematic and scientific. Finally, we chose the construction projects of two majors (architecture and molecular science and engineering) in one university as an example, to test the validity of the evaluation system.
