With development of economic globalization and interantional trade, competition and cooperation among countries increased rapidly, which makes the specialization more sophisticated and the demand for highly skilled personnels becoms even more urgent. Being the same as high-tech level, the lack of such talents becomes the key factor to improve China's international competitiveness, especially for the improvement of the high-end equipment manufacturing. Therefore, it is urgent to intensify the development of vocational education and speed up the training of highly skilled personnels. Fortunatley, more and more Chinese realized the importance of vocational education. Along with the innovation of development model, to evaluate the efficiency scientifically and improve the utilization of limited resourcesr are all critical topics the education departments have to face. The dissertation first forwards current problems in the efficicney evaluation of vocational education, and then discusses the influences of exogenous factors. The orgnazition of this disseration is as follows.First, this dissertation introduces the development models of vocational education in developed countries such as Germany, the United States and Australia. Combining with the history of vocational education after 1949, it conducts SWOT analysis to evaluate the development model of vocational education. Through comprehensive analysis, we found that only combied with China's national condition can the expericence of developed coutries be put into effect.Second, the disseration empirically analyze the vocational education rate of return. By issuing investugagtion questionnaire, this dissertation rends Mincer earnings function to estimate the education rate of return in different stages of education. The results show that the vocational education rate of return is far beyond that of senior middle school. That is to say, if a junior middle school graduate will get a job after three years, then vocational education can help to gain more than senior middle school education.Third, students'volutary choices model was constructed by AHP method. According to various factors such as school circumstances, students'employment and social reputation, this dissertation calculates the weight of each index and sorts several vocational institiutions in Liaocheng, Shandong Province. Finally, this dissertion renders DEA and window analysis method to evaluate the efficiency of vocational education in each province, and then analyze the effect of exogenous factors by way of Tobit analysis. The results show that vocational education has gained considerable progress in growth speed and learning from developed countries. Although the education investment in the former is more efficient, the gap between it and the middle, western regions reduced year by year.
