High-level talents import policy is based on the system, the market and the practice for the university to adapt competition and developing requirement. It is a talents policy beyond the system. And it is a gradual process with the development of the high-level talents import policy. During the process, many factors affect the model structures and sample forms of the import policy directly, such as the independence of the university, the liquidity of talents and the maturity of market.In the process of country's system reform, the government dominates the system reform and changes itself functions. The government's absolute domination is changed into macro-control and indirect management. And the university gains the self-determination right which is separated with the host and management. Liberated from the planned system, the university resolves the talents problem independently, facing with the market running schools on their own. It is formed important practice foundation of high-level talents import policy's formation and development with the evolution of system, the basic frame of this policy's formation and development, the scale development of university, the improvement personnel policy at all levels of governments, the international and market of higher education.Based on our country's higher education development and a variety of practice factors of the social development, high-level talents import policy is affected and formed to be a talents strategy.
