| The change of foundation determines the change of talent demand.The root of industrial innovation and upgrading is the innovation of talents,which plays an important role in today’s economic development.Under the circumstances that all sectors of the society generally agree on the importance of high-level talents for economic development,various regions have introduced a series of talent introduction policies,and have joined in the competition for talents in this new era.H city is located in the economically developed area of eastern China and the intersection of the Yangtze River,which has great economic potential.The location conditions of H city are not only conducive to the development of H city’s economic industry,but also put forward higher requirements for its diversified economic development direction and talent demand.However,there are still a series of problems in the introduction of high-level talents in H city.This paper systematically summarizes and arranges the relevant literature of the introduction of high-level talents at home and abroad,and analyzes the focus of previous scholars’ research.Then it analyzes the essential characteristics of high-level talent gathering and flow theoretically,and then analyzes the problems existing in the introduction of high-level talents in H city.Through a series of data,the author found that the main problems of the introduction of high-level talents in H city are: the mechanism of introducing high-level talents is not perfect,the guarantee mechanism of talents needs to be improved,the way of managing talents needs to be improved,and the main body consciousness of employers is not strong.Based on the experience of Introducing High-level Talents in China and the actual situation of Introducing High-level Talents in H City,the author puts forward the following suggestions:establishing a reasonable market-oriented talent introduction mechanism,establishing an innovation oriented talent model,and establishing a scientific talent maintenance system.At the theoretical level,through the comparison of talent introduction between H city and other regions,this paper provides theoretical support for more targeted and differentiated strategy design in the process of high-level talent introduction.In practice,this paper attempts to analyze the background,current situation and existing problems of the introduction of high-level talents in H city from the perspective of public management,and puts forward suggestions and measures to solve the problem. |
