This paper develops a case study on the policy evaluation. The researcher takes University N as an example to have a comprehensive assessment of its income-generating policies and to discuss the possibility of promotion. This article is divided into four parts. At the first part, the researcher explains the main problems of this study. A literature review is involved in the study of "college income-generating " and "Policy Evaluation". This article defines and explains the income-generating concepts and explains the methods of this study design and potential innovations. In the second part, the researcher analyzes and summarizes income background, history, achievements and problems of universities in our country, and presents and discusses the theories and methods of policy evaluation. The third part is a case study. The author first describes income-generating policies of the University N and carries out a detailed description of the process and programs of the situation in the assessment. Taking the use of relevant models of the policy evaluation, the author makes conclusions of the income-generating policies of the university N and gives some recommendations. The fourth part is about some conclusions and recommendations of the research. This section also makes some findings and limitations of this research, discusses possible references to similar universities of the income-generating policies of University N, and makes suggestions on the future research in this study related to such policies designed proposals.The relevant conclusions and recommendations are as follows: the income-generating policies of university N has a positive effect but also brings some side effects. The income-generating activities have side effects on organizations and behaviors of universities, especially on teaching and research. Different stakeholders stand on their own positions and give their opinions about this policy, which provides a way to adjust and improve this policy. University N should pay attention to guiding the school to looking for other channels in applying the income-generating policies. In distribution of income, it should put more attention on fair principle in stead of the "efficiency-- first" principle.The study case of University N provides references to other similar universities. In addition to the effects of policy evaluation, the effectiveness must be also concerned about. As a case study of institutional research, the policy evaluation can improve the decision of institutional management.
