Study On The Countermeasures Of Development Of Local Colleges Based On Collaborative Innovation Concept

Since twenty-first Century, the world economic integration has become the mainstream of the world, the change of economic structure makes intensified international competition. In order to strive for the dominant position in international competition, all countries are committed to the development of their innovation ability, and knowledge innovation is be the first to bear the brunt.Collaborative innovation is a new idea of the development of higher education. The Ministry of education on May4,2012, issued the "plan" to promote the innovation ability in Colleges and universities, namely "2011plan". The" plan" first proposed, by constructing a number of "2011collaborative innovation center", to reform colleges and universities system, and promote the transformation of innovation in universities, and increase the aggregation and training of top-notch innovative talents, and research and development of major landmark achievements, then to make the higher education become an important adhesive in training and technology productivity. As an important part of higher education in our country, Local colleges and universities also shoulder the historical mission of cultivating talents, serving the local economy and promoting the development of the national economy. Therefore, the research for how to realize the collaborative innovation development, has the certain theory value and the practice significance.In such a background, focusing on the collaborative innovation concept, This paper explores the development strategy of local colleges and universities, through the development of Ningbo University. The paper is divided into seven parts, the first chapter is introduction; the second chapter relates the theory of Higher Education Collaborative Innovation; the third chapter is the analysis about the basic situation of local colleges and universities and collaborative innovation present situation; The fourth chapter is the domestic and foreign university cooperative innovation mode and experience; the fifth chapter is the policies and measures of promoting collaborative innovation and the development of local colleges and universities; the sixth chapter is the case analysis:the Ningbo University cooperative exploration and practice of innovation and development; the seventh chapter is the conclusion and prospect.In this paper, through the analysis of the current situation of the development of local colleges and universities, we can clearly see that, there are many difficulties in the development process of local colleges and universities.And there are many reasons for that, one is its own limitations, the other is due to the influence of big environment. In view of the above reason, learning from the advanced experience of developed countries and domestic public and private colleges, The author puts forward some measures of local university collaborative innovation; the reform of government departments; changes in the management system of local colleges and universities; innovation and integration of external resources in local colleges and universities:The construction of local university collaborative innovation evaluation and supervision system; and improve other supporting measures.
