In the kindergarten curriculum reform,"children"has become a major factor that the reform must take into account. In order to better adapt to the overall development of young children, the kindergarten-based curriculum emerged. As a practice-oriented curriculum model, the kindergarten-based curriculum is of significant importance. It meets children's needs of self-development, promotes professional development of kindergarten teachers, is in line with the requirements of pre-school curriculum reform, and follows the world's trend of curriculum reform.The kindergarten-based curriculum is derived from the school-based curriculum. School-based curriculum began in the 1970s due to the reflect on trends in curriculum development in 1950s and 1960s. Foreign curriculum models, such as Bank Street early education program, Montessori curriculum model, Project Approach, Reggio Education, etc. also have significant impacts on China's kindergarten-based curriculum. In this paper, the concept and content of kindergarten-based curriculum, curriculum resources, curriculum training and other dimensions of research have been reviewed. Although many researchers have done a lot of research on kindergarten-based curriculum, there are many debate of its concept, the condition of developing the kindergarten-based curriculum is to be studied, and there is lack of systematic and in-depth study on the issues and their causes in curriculum development.To address the above shortcomings, this study will explore the issues and their causes in kindergarten-based curriculum. This paper consists of five parts: introduction, analysis of the content and value of kindergarten-based curriculum, analysis of the current status of the curriculum development, the issues and their causes in the curriculum development, strategies to strengthen the curriculum development. In this study, 36 kindergarten teachers from several kindergartens in Jinan were interviewed. Using surveys, data studies, observation, case studies, and other research methods, this study focuses on the current status and issues of the kindergarten-based curriculum, analyses the underlying influencing factors including the system, culture, management and teachers of kindergartens. This study also puts forward some strategies in order to provide the basis for future theory and practice of the kindergarten-based curriculum.
