Generally speaking, teacher education program aims to qualify students as teachers and senior educational researchers. It had ever occupied very important position in the new emerging higher education system in China at the end of 19th century. As a basic project in educational system construction, which would play a crucial role in national culture and science improvement, teacher education was put particular stress in the document "Presented School Regulation", promulgated by Qing government as early as 1904. In answer to the proposal, Chen Baochen and his colleagues founded Quan Min Normal School in Fujian province, which contributed much to the development of modern teacher education in local area. This paper conducts a survey of Quan Min Normal School to find out how it is operated by a through investigation on the whole aspects of the school, such as initial outlay, faculties, students enrolment, subjects arrangement and curricula. According to the research, it is found that Quan Min Normal School did exert a great influence on the development of teacher education in Fujian province and foster many versatile talents for primary and middle school. What's more, its way of talent cultivation is also an inspiration to us for the building of western coast of Taiwan Strait economic area.
