In the 1920 s, the Rural Normal Education rises in China. During the period of Nanjing Republic Government, the Normal Education was included in national educational system. To impel the development of Rural Normal Education, Nanjing Republic Government issued a series of related educational policies.In 1929, according to the national government education policy and the development of rural education and compulsory education, Hebei Province formulated the development policy of Rural Normal Education. The county who had set up the county normal institute transformed it into the name of Country Normal School. The county who had not set up the county normal institute, established Country Normal School. Besides, some counties had set up female county normal school. Just one year, Hebei Province had the largest number of rural normal school and the county normal school became the main body of the development of the normal education in Hebei Province. In addition, provincial normal school established the rural normal classes to promote the development of Rural Normal Education. However, the number of rural normal class was relatively small and lasted for a short period of time, which had little impact.Chen Baoquan was the director of the Hebei Provincial Department of Education in 1931. Hebei Provincial Department of Education further promoted the development of Rural Normal Education.Hebei Province reorganized the County Normal School, organized education inspection, and supervised the schools work. In 1932, the only provincial rural normal school was founded, which founded a new model and it was of great significance to the development of Rural Normal Education in Hebei Province. After the new "Normal School Regulations" being promulgated, the Hebei Province rural normal schools which didn’t match it reshuffled. After the“July7th incident”, Hebei Province was occupied and the rural normal schools were closed, thus the development of Rural Normal Education entered into a short period of stagnation.According to the national government’s education policy, HeBei Province rectified and improved the Rural Normal Education. The development of Rural Normal Education had trained a large number of rural primary school teachers. Because of the problems in funds, teachers and courses, the quality of rural primary school teachers was relatively low. But to a certain extent, it has promoted the development of compulsory education, rural education and female education in Hebei Province.
