| This study adopts a case study method to analyze the recipient experiences of rural low income recipients in social work stations in X County from the micro perspective of the bottom poor group by narrating the following characteristics in terms of the elements of their recipient experiences: 1.In terms of the reasons for receiving assistance,the recipients attribute the reasons for applying for low income to non-man-made personal reasons,and poverty is not related to personal subjective efforts;2,In terms of the level of low income security,it shows that the level of rural low income security is low and cannot meet basic living needs;3.In terms of the type of assistance,recipients cannot be satisfied with the low level of cash assistance,but also narrate their dissatisfaction with basic service assistance and the need for other service assistance;4.In terms of assistance management,the staff has a good service attitude and is very helpful to the recipients,and the recipient group regards the state assistance as a good deed and is grateful to the government and The recipient groups regard the state aid as a good deed and are full of gratitude to the government and the state.Based on theories related to the social welfare concept,we analyze the characteristics of the above-mentioned elements of the experience of rural low-income recipients and find that the concept of welfare behind them is "charity" and the concept of rights has not been created.The "charitable" concept of social welfare has led to the following dilemmas in rural social assistance: 1.the level of social assistance is low and can only meet the minimum survival needs of the recipients;2.the recipients do not make efforts to obtain relevant policy information and have little internal drive to understand the policy;3.the recipients’ needs for social assistance are diversified and no longer Satisfied with the low level of cash assistance.The "charitable" welfare concept makes the current social assistance in rural areas a real dilemma of low level and low feedback.In addition,this paper takes the intervention of social work stations as the background,and finds the following dilemmas after the intervention of social work stations: 1.the identity of social work station staff is unclear;2.social work staff have a stigmatized feeling towards the recipients,which reflects the "charity-style" social welfare concept.The dilemma under the intervention of social work stations leads to the hindrance in the improvement of the professionalism of social assistance.Finally,based on the current dilemma of social assistance in rural areas,we propose recommendations: 1.For the real dilemma: to stimulate the concept of rights in social welfare,to increase the publicity of social assistance policies;to establish a social assistance system which is essentially an institutional model,and to provide cash assistance and various service assistance to the families and difficulties of the recipients;2.For the intervention of social work stations: to clarify the identity and work functions of social workers,and to absorb some of them to take up the civil affairs work;to convey the concept of professional value of social workers,encourage social workers to visit the needy groups at home and change the concept of "charity" of social workers;to send professional social workers to social work stations and encourage non-professional social workers to obtain professional qualifications to provide professional services for the recipients. |
