The assessment of academic course quality has become an important management tool to improve teaching quality; the assessment index has an important role in guiding for both teaching and management, which is the expression of cognitive tendencies in education and management. Therefore, the re-evaluation of the university teaching quality evaluation system is important to improve the teaching quality, to promote the teaching quality management, and to further enhance the capacity of university personnel training.In this study, based on the performance evaluation theory, the methods of literature research were used to explore the problems of teaching quality evaluation in the case of Baoji University of Arts and Science. The survey showed that there are many problems in current evaluation system. For example, the education management is "for the assessment of assessments", focusing on the evaluation of teaching basic teaching skills but ignoring the teacher's personality, creativity and personality. The system focuses on the easily operated indicators such as criterion and knowledge ones, but ignoring the difficultly operated quality indicators such as innovation ones. The evaluation system lacks the index of "student centered" evaluation and "teaching effectiveness" evaluation, and lacks the index of student's professionalism and capability building. Survey results further indicated that most teachers and students agreed that the current index does not fully reflect the quality evaluation of teaching requirements. Teaching evaluation system should have "student-centered" and "learning-effect" related indicators. Teachers and students recognized the evaluation that is conducive to communication between teachers and students, which could improve the teaching quality. Therefore, it is need to further improve the existing evaluation system.In this study, in order to improve the effectiveness of the evaluation and promote the improvement of teaching quality, the problems and its reasons were analyzed, and the specific recommendations and a new evaluation index system were presented. We suggest that the significant relationship existed between teaching quality and teaching effectiveness with teachers "teaching" and students "learning". The "teaching" is the means and the "learning" is the purpose, thus the scientific reflection of "teaching" quality should be reflected by "learning" effectiveness. Therefore, quality evaluation needs to reflect the teacher's work characteristics, focusing on the culture of students learning ability, scientific spirit and professional knowledge. Teaching quality evaluation should be emphasis on "student-centered" that focus on the evaluation of student learning effectiveness. Therefore, this study emphasis on the joint cognitive of "teaching "and "learning" both sides in teaching quality evaluation. The indicators of evaluation were selected basing on the selection of teachers and students, and the index was sorted and popularized presentation. A new evaluation index system and the rating scale were made, which based on the performance evaluation theory and student's standpoint. The assessment indicators emphasize student's learning effectiveness, including the four main areas of teaching attitude, teaching content, teaching methods and teaching effectiveness to reflect the degree of teachers working on student's learning. Quantitative evaluation criteria was designed in five-point scale rating scale, that is excellent, good, fair, qualified and unqualified.
