"Teachers as researchers"is not only an important concept of teacher professional development and a prerequisite of teacher professional development in the context of a new round of basic educational curriculum reform,but also is an important resource for school development. The Soviet Union well-known educator Suhomlinski once said:"we should lead every teacher to this well-being road of study."However, due to educational research itself is a complicated system engineering, Restrictions on their own subjective conditions of teachers, Problems exist in the primary and secondary school teachers educational research, School education researches are hardly walk out of the woods and guide teaching effectively.So it is a serious problem for teachers, especially those who are in rural primary and secondary school to carry out educational research reasonably and improve scientific research level of teachers.Jinzhou is located in the southwest in Liaoning Province and is a coastal open city. This paper puts the primary and junior school teachers in Jinzhou as the analyzing target, on the basis of the previous studies,by using the questionnaire survey, investigating the present situation of scientific research of educational of six primary and secondary teachers.Through the survey we found that primary and secondary school teachers in scientific research has made great progress, but it also exists problems with local characteristics. Reflected awareness of the research, research ability and level as well as scientific research achievements. The author of the research analyzed the results and problems from a subjective and objective dimensions. And proposed a few strategies to promote the primary and secondary school teachers in educational research in: to establish a correct sense of teacher research; to engaged in various forms of teacher research activities actively; to provide reasonable protection. To improve the research capacity of primary and secondary school teachers effectively and in order to achieve the purpose of guiding the teaching and learning effectively.
