The current task of rural education in China has changed the number growth to the quality growth. And improving the quality of education is the future development of the enduring themes of rural education and strategic focus. The quality of teachers is the key factor and core issue to improve the quality of education. While improving the quality of teachers lies in teachers' professional development, promoting the teachers' professional development should be the priority target of teachers' policy. There are more rural teachers than urban teachers in our country. The condition of rural teachers' professional development directly affects the level of overall quality of teachers in our country. Although China has formulated and promulgated many teachers' professional development policies, the pertinence for rural teachers' teaching object and special working environment is not very strong. They can't smooth effectively promote rural teachers' professional development. The government not only needs to pay more attention, but also should be clearly the responsibility of rural teachers' professional development. Through actively formulating and promulgating scientific, systematic, targeted rural teachers' professional development policies to safeguard and effectively promote rural teachers' professional development process.In this study, I will begin my research with drawing on previous researches on rural teachers' professional development, cutting through the policy support levels. The article is divided into five chapters: Chapter I Introduction part mainly introduces topics of origin, review of the research, concept definition and research methods; Chapter II Through combing the teachers' professional development of the literature to mine related theory support, and clear teachers' professional development policy connotation. Meanwhile classifying teachers' professional development policy with points theme and dimension; Chapter III introduces the F town teachers' professional development policy execution environment; Chapter IV according to investigation data for F town's national, local, school issued by the three aspects of the rural teachers' professional development policy implementation status and effect analysis, to know the policies that have been formulated and the problems in the process of implementation; Chapter V thinking of the steering and consummation of teachers' professional development policy, and putting forward to perfect further effective rural teachers' professional development policy text and execution suggestions.
