The demand of the talented persons led by the development of the knowledge and global economy makes the country's development rely more on the education. The quality of the education is restricted by the quality of the teachers, so the training to the teachers has been paid much attention, which is an important way of the sustainable development of teachers. In order to ensure the quality of education in our country, the government has paid much attention on the training of the primary and secondary school teachers, especially for those who are in service. As the development of the training of teachers, more attention is paid on the quality rather than the quantity, and the training has turned to the continuing education from the earlier degree compensation education and the training focus on the textbooks and teaching methods. With the construction of primary and middle school teachers' training institutionalization, as well as the opening and networking of education, there have been two times' full training for primary and secondary school teachers since 1998 and national training since 2008. By doing these, primary and middle school teachers' construction achieved significant effects and teachers' quality has been obviously improved, too. We find that the training of teachers in our country still has the problem of high consumer and inefficient, When we consider the develop orientation of the study on the theory of teacher training, the focus on the enthusiasm of active research, the sense of corporation, the ability of cultural understanding and communication, the spirit of profession, the meaning and value of teachers based on the focus on the enhancement of knowledge and skill of teachers, and the condition and trend of encouraging teacher training turn to life, practice and experience. It has become the subject of the day to explore positively the availability of teachers` training, especially national training about elementary and secondary school teachers which set an example for all other places. So the author studies the factors that influence the training of primary and secondary school teachers by the study on literatures and history combining some documents on the national teacher training, and tries to put up some strategies of the effective training. The author expects that the study can provide some references and enlightenments for the institutes which undertake the national training for teachers of primary and secondary schools through the research and also make a contribution for developing the effective teacher training theory. The first chapter, "Introduction" section,combining the development history and the status quo of the domestic teacher in-service training and the development trend of international teacher education,introduce the background, value and research methods of this subject. The second chapter, "the problem and the present situation section", recording to the relevant documents and by the literature law and historical law, for the problem and improvement strategy in the national training of the primary and secondary school teachers in recent years, analyzing and brushing from the perspective of the students, the main body of training and management, the conduct efficiency play of the trainers. The third chapter .The forth chapter"the basic theories of the study",based on the theory hypothesis that the key teachers of primary and secondary school are the qualified teachers that are on the road to the expert teachers or the experienced teachers, according to the researches of the predecessors, this chapter also analyzes and integrates the quality of the characteristics of the expert teachers, and at the same time, from the view that teacher training makes breakthrough in the teachers'knowledge and practical skills, this chapter leads us to the deep and mechanical consideration in the practicality of teachers'theoretical knowledge and the theorization of their teaching activities. The fifth chapter centers on"research on effective teacher training strategy ", trying to adjust and conclude the procedure and process and systems of principles of primary and secondary school teachers under the effective training programs, and takes related issue of the effective training into consideration.
