Training of teachers’ career planning should include "cultivatment","appointment ",and "training". These are the essential cornerstone of teachers’professional development, and coherent and integral to each other. While the"training" is the sublimation of the former two, is the continuous learning progress ofthe teachers, is the most important part of teachers’ professional development. Idealteacher training should be throughout every stage of teachers’ career, this can not onlyensure the continuous development of teachers in the teaching of professional, butalso can promote the teachers’ sustainable development in the wider field of educationand teaching career, this can achieve the demand of lifelong learning. The teachertraining belongs to adult continuing education, also needs to make the most use of thelimited funding to guarantee the training quality across the country and obtain idealeffect of training.The research background of this paper is based on the2010“National TrainingPlan” of the Chinese Ministry of Education and Finance, which includes “the primaryand secondary school teachers training model" and "the Midwest rural backboneteachers’ training program", the author mainly makes the tracking investigationabout “field replacement teacher training” of "the Midwest rural backbone teachers’training program". Since2010, the three years of "Chinese culture program" fieldreplacement rural primary and middle school backbone teachers training has ended,but the training effect, still needs to go deep into the field tracking survey on theparticipation of primary and secondary schools teachers.“How the training effect”, isactually about the teacher training effect evaluation. Aiming at a specific teachertraining project, the training investors or the organizers correct and analyzeinformation systematically, make judgements of the training goal, the effectiveness ofthe training quality and the value of the training effect. The purpose is to promote andguide the future training decisions and activities. The author uses the methods ofliterature research, interview method, observation method, in combination withrelated literature, based on the domestic and foreign teachers training effect evaluationtheory, to make telephone interview about the "countries culture plan"-fieldreplacement teacher training effect, analyze the influencing factors of primary andmiddle school mainstay teachers field replacement training effect, and try to offerrecommendations on institutions of higher learning, participation in project counties and cities, the participation of the competent administrative department of educationof primary and secondary school teachers. Hope to provide enlightenment for"national culture" field replacement-the backbone of rural primary and secondaryschool teachers, and perfect our country’s primary and secondary school teacherstraining effect evaluation system.Full-text is divided into the following five parts:The first part, introduction. Briefly introduced the selected topic reason, theresearch significance, related concepts defined and combing of literature and researchideas and methods.Cultivation plan "in the second part, introduced", countries-field replacementpilot implementation of the basic situation of teachers training. Including "the plan"culture policies designed pilot implementation progress, the national "countriesculture plan","the cultivation plan" pilot implementation progress of the Jiangxiprovince,.The third part,"the plan"-field replacement teacher training pilot actual effects’tracking results. Mainly have a basic understanding of and cognition based on "thecultivation plan" the implementation of the status and the status quo of Jiangxiprovince state-level training primary and secondary school teachers, and thus makesurvey by a case study of Jiangxi province’s three years(from2010-2012) trainingeffect evaluation, and know about the results and shortages of the field replacementteacher training through the telephone interview investigation.The fourth part,"the plan"-field replacement teacher training pilotimplementation effective root cause analysis. According to the results of theinvestigation in the third part. Set pair analysis to the reasons of poor effect on thefield replacement teachers training pilot implementation.The fifth part, optimize the national training program-some Suggestions of thefield replacement teacher training effectiveness. Mainly provide reasonablesuggestions on the National Training Plan-field replacement teacher training projectin institutions of higher learning, participation in counties and cities, the participationof the competent administrative department of education of primary and secondaryschool teachers from three aspects, to promote "the cultivation plan"-fieldreplacement teacher training project, finally realize "the cultivation plan" in the firstplace.
