Under the background of vigorously implementing the strategy of strengthening China with talents,attaching importance to education,teacher training,improving the quality of teachers and improving the quality of education has become an important measure of national rejuvenation.The outline of China's plan for education reform and development clearly states:"the hope for national rejuvenation is education,and the hope for educational revitalization is teachers.It is the fundamental plan of educational development and reform to build a team of teachers with reasonable structure,relative stability and excellent political literacy.To realize the scientific development of education,the key lies in strengthening the construction of educational team.The implementation of"national training program" is to improve the professional development level of primary and secondary school teachers,especially those in mral areas.The "national training plan"is a government-led and state-determined teacher training action to promote the development of teacher training in China in the form of a project.It is a major plan implemented by the Chinese government in 2010.Its main purpose is to promote the balanced development of compulsory education,promote the reform of basic education and improve the quality of education.Based on the "adult learning theory","teachers' career cycle theory" and "he formulated evaluation model" as theoretical basis of research,using the method of documentary,questionnaire,interview method,through to the Hainan province "" national culture plans implementation of comprehensive research,found that the current" countries culture plan "project of Hainan province with members of the project management degree is low,the teachers thin and lack of training middle and late tracking mechanism,budgeting lack of flexibility,sending network study participant,training content can't keep up with the current politics hot spot,sending drive participant is insufficient,the government lack of oversight by the administrative departments of education.To this end,this paper puts forward the following countermeasures:first,to run Hainan radio and television university well,to build a professional training platform;The second is to optimize the implementation process of "national training program" to make up for the deficiency in the process of education and teaching management.Third,pay more attention to the "national training program" to enhance the drive of trainees;Fourthly,the government departments should strengthen the management of the implementation process of "national training program" and other specific countermeasures.Through the improvement of the implementation effect of the "national education plan" in Hainan province,the comprehensive quality of rural primary and secondary school teachers will be further improved,the rural revitalization strategy will be better implemented,and the contribution will be made to the construction of Hainan island free trade zone.
