The new National English Curriculum advocates Quality-oriented Education, and promotes comprehensive development and personality development of students. However, due to the pressure of college entrance examination, the majority of high school English teachers can not be a deep understanding of the concepts of the new National English Curriculum, and make deviation in the implementation. It led to the boring current high school English teaching method, ignoring the subject role of students, ignoring personality development of students, resulting in time-consuming and inefficient, Therefore, it is necessary to change the original English teaching mode immediately.The research is based on Whole Person Development Theory, Cognitive Psychology, Social-Constructivist Theory, Zone of Proximal Development, the hierarchical teaching, the basic ideas of the new high school curriculum, co-development and personal development, and the psychological of high school students.This article is an empirical study. Subjects are the 43 English teachers in a middle schools and 100 students from two classes, the two classes were set for the experimental class A and control class B, will be based on the theory of teaching and learning activities used in the experimental class control class with traditional teaching methods for a period of one semester (4 months) teaching. The subjects were conducted a questionnaire survey.After the experiment, a collection of two classes of final examination results. In this thesis, four instruments are used, and they are questionnaire, classroom observation, excel5.0 and spss17.0. Through data analysis, we can draw the following conclusions: (1) It is useful by using the teaching activities which is based on the above theories to increase students'interest in learning English, and help train independence and the ability of cooperative learning groups. (2) The teaching and learning activities based on the above theories significantly improve the standard of English. (3) Through data analysis, there is a correlation on the frustrations in individual development of High School students and the deviation on the English teachers' understanding and implementation of New Curriculum ideas. In this study, there are still some deficiencies. For example, the subjects were recruited from two classes, the number is small. Hope that the teaching activities and presented data of this study can provide a reference of further teaching and research.
