New belief of elementary education curriculum reform emphasizes that curriculum need fitting for the characteristics of different schools and students' personal difference and presenting selectivity. Therefore, how convert the Chinese national ideal curriculum based on Chinese Curriculum Standards (experiment draft) into students experience curriculum effectively is a problem of great emergency in Chinese Curriculum reform of elementary education. To solve this problem, realize the effective implementation of Chinese national curriculum and content students' need for individual language development from several dimensions, we need to not only make school and teachers be passive executives, but also allow them to lead in curriculum reform and participate in Chinese curriculum project. Implementing Chinese national curriculum creatively under the framework of National Curriculum Standards, to realize re-development, is according to schools' situation and students' need for language development from several dimensions. Afterwards concrete Chinese national curriculum is built. This essay is concerned about theory exploration of Chinese national school-based curriculum and do primary practice research. The essay consists of 7 points: Introduction presents the implementation theory value of Chinese national school-based curriculum and its practical significance, and its development and achievement. Chapter One: Why is the implementation of Chinese national curriculum led to school-based form? This part can be divided into two sections, making an explanation from two aspects: why national curriculum development is led to school-based form, and why Chinese national curriculum emphasizes school-based implementation. Chapter Two: The connotation, characteristics and basic content of the school-based implementation of Chinese national curriculum is demonstrated. This part is divided into two sections: the connotation of the school-based implementation of Chinese national curriculum is defined in section one; and its basic characteristics is discussed; the components of the school-based implementation of Chinese national curriculum is analyzed in section two. Chapter Three: The basic strategy of the school-based implementation of Chinese national curriculum is demonstrated. This part is divided into four sections. The basic strategy of the school-based implementation from four aspects, and proper course examples are attached. The four aspects are as following: understanding Chinese national curriculum; analyzing education environment in school; forming curriculum design; and its implementation, evaluation, reflection and emendation. Chapter Four: The problems and its solutions about school-based curriculum is presented. It provides analysis on education beliefs, teachers, curriculum standards, curriculum resource and time, in order to solve problems existing in the process of implementing school-based curriculum. Concluding remarks: It demonstrates that the school-based implementations of Chinese national curriculum need doing further research.
