In recent 30 years, the decline of adolescents’ physical health has been a core problem that worries our central government. So the improvement of the adolescents’ physical health is the main task of school physical education. Therefore, in July 2014, the "national students physical health standard "(revised in 2014) (in this paper the-"revised standard "for short)was jointly issued by the ministry of education and state general administration of sports. It is also requested that since the second half of 2014, all kinds of schools at various levels must comply with the revised standard to carry out all work about physical tests. To explore the implementation of the revised standard, and the execution and implementation of this national policy, this paper takes the high schools, teachers and students in Hangzhou as the object of investigation and research. This study aims at studying the problem from the theoretical framework of model education policy, and the angle of education policy implementation deviation. We also discuss the new problem of the implementation of the standard deviation and the corrective measures, trying to sum up good experience, and also insufficient, proposing scientific and reasonable measures, so as to provide reference for the smooth implementation of the new standard in local primary schools at various levels.This article mainly uses the method of literature material, questionnaire survey, interview, mathematical statistics and logic analysis to study the manifestation, cause, corrective action and countermeasures of executive deviation of the revised edition standard. The results shows that:Firstly, from the manifestation of the executive deviation of the revised standard, the main problems of the surveyed 10 high schools in Hangzhou are as follows:1、the policy distortion commonly exists in structural.organizational, and regional, among which policy distortion and regional distortion are still unsolved.2、On the execution of the file, there is resistant, symbolic, against, and the expansion of executive deviation; and the problem of selective execution is not found during the implementation of the revised standard.Secondly, the main reasons for the deviation are:1、there are four reasons for executive deviation, namely:the defect of the policy itself, the cause of the policy executors, the cause of the policy target group and the influence of policy environment.2、The defect of the policy itself was primarily reflected by the general statement of the action method, so the policy executors have wrong understanding and make bigger test errors. On the test schedule, without fully consideration of the school situation, hasty implementation and lack of rationality.3、As for policy executors, the degree of leaders and teachers’understanding about the standard is low. There is lack of contact and cooperation within the organization, and the performing consciousness is not strong.4、With’insufficient understanding of the importance of the standard,the policy target group—the high school students cope it with an indifferent attitude, inconsistent, calling others to help even,and even cheat.5、The influence of policy environment is associated with the environment of exam-oriented education. The idea of paying more attention to the text education but less to body health still seriously affects the implementation of the standard. Whereas, the formalism of standard implementation in the past, and less supervision is also one of the causes of the poor policy environment.Thirdly, the main corrective measures are as follows:To strengthen research to improve the scientific rationality of policy; Attach great importance to training to improve the quality of the performer; Improve the supervision and regulation system to guarantee the material conditions of policy implementation; To strengthen the propaganda of policy and communication between all departments.
