In the modern world, independent innovation is as the core of the scientific and technological strength, which has become the key to international competitiveness factors. President Hu Jintao explicitly proposed a major strategic thinking that build an innovation-oriented country in October 2005. Building an innovation-oriented country needs a lot of innovative talents, and innovative talents mostly gather in the research-oriented universities. The teachers in the research-oriented universities are the main force of the scientific and technological innovation. In order to stimulate the enthusiasm of the teachers, achieve the purpose of prompting them to produce more teaching and scientific results and contribute to the development of the university and national science and technology, almost all university teachers have to be evaluated. Teacher evaluation brings some effectiveness, but there also exists a range of issues. For example, neglecting the scientific nature of assessment indicators, a single assessment standards and little flexibility of assessment methods, all the above-mentioned will lead to the unjust of the results and so on. In order to play an active role and to avoid its negative consequences in teacher evaluation, domestic experts and scholars made a lot of views.In the paper, the writer takes the engineering technology full-time teachers as object and analyses the problem, reasons of teacher evaluation, then brings forward the countermeasures and suggestions that can improve the teacher evaluation through learning from document associated with the teacher appraisal theory and interviewing with some teachers in a research-oriented university. The writer does all above to provide a valuable reference for research-oriented universities'teacher evaluation. This paper is divided into four major parts: The first part defines the related concepts of the research-oriented universities'teacher evaluation, elaborates the characteristics of teachers'job, requirement and the theoretical basis for assessment, and introduces a research-oriented university's teacher evaluation system; The second part analyzes the problems and causes which influence the research-oriented universities'teacher evaluation; The third part introduces American universities'teacher evaluation system and the enlightenment for our university; The fourth part discusses the countermeasures of improving research-oriented universities'teacher evaluation in our country by the introduction of the right-oriented assessment, setting scientific and reasonable evaluation index system, improving the assessment methods, rational use of examination results, strengthening supervision mechanism and the establishment of academic disciplinary system.
