At present, developed countries are mainly taken as the study objective in domestic comparative education researches. However, the debate on developing countries are relatively less. Therefore, this thesis takes Botswana as an example to study its administration system of higher education. It aims to ponder over specialized matters in developing countries.This thesis consists of seven parts. The part of Introduction mainly elaborates the significance, conception and methods of this research. Meanwhile, this part also recalls the literature review at home and abroad. The first part recalls the history process of administration system of higher education in Botswana. This process could be divided into four stages:the colony period, the united university period, the direct administration of government period and the indirect administration of government period. Its history is around two basic matters:One is "to reserve and transplant western model or to create pure local pattern in constructing of administration system" and the other is "to deal with public and freedom in distribution of power". The second part describes the structure and level of Botswana's higher education governance system. Present system could be separated into three levels, including nation, council and institution. Tertiary education council plays the central role, which is the link between government and higher education institutions. The third part summarizes the operating mechanism of higher education, which mainly includes policy-making mechanism, funding mechanism and quality assurance mechanism. Policy making mechanism value adjusts different demands from stakeholders by means of public liberation; Funding mechanism mostly relies on government finance, while inducing public and private partnership program; Quality assurance possesses a set of complete procedures, and emphasizes accreditation of private higher education institutions. The fourth part describes governance feature, which reflects diversification of power subject, legalization of institutions environment and institutionalization of public liberation. The fifth part prospects the future development aims and reforms of administration system. Policy suggests three priorities in the future:taking higher education into the whole national human resource strategy, enhancing research and innovation, and reinforcing capacity building. Reform of administration system mainly includes creating human resource development council, establishing uniform quality assurance system and enhancing impact on private higher education. The sixth part is a summary and for thinking. We can get some enlightenment after recalling the whole research:Balance among nation, market and institutions is the core of higher education administration system. Perfect institution framework is basic condition of system. Governance is an important way to improve innovation of higher education mechanism.
