The professional title system of teachers in higher vocational colleges is an important system to evaluate teachers ‘performance,stimulate teachers' enthusiasm,and improve the quality of talent training.“National Vocational Education Reform Implementation Plan”(Guo Fa [2019] No.4)clearly pointed out that the evaluation of professional titles of teachers in higher vocational colleges should be more prominent in their own characteristics.At present,the professional title system of teachers in higher vocational colleges is still in the transitional state of applying to independence.Under the general background of decentralization of evaluation power,research and development of a professional title system that meets the characteristics and needs of higher vocational colleges is of great significance for leading the development of teachers in higher vocational colleges and cultivating talents with service technology skills.The main research problem of this study is the professional title system of teachers in higher vocational colleges.Construct research ideas based on problem-oriented,select research methods.Using institutional validity theory,governance theory and teacher evaluation theory,this study builds an institutional validity framework as an important observation point for the basic method of research and argumentation.In the process of applying the literature method,questionnaire method and interview method,according to the situation of decentralization reformnodes,geographical distribution,types of colleges,etc.,it is selected from the construction of high vocational colleges in G,Z,J and S cities in eastern China 8representative vocational colleges are sample schools.On the one hand,it sorts out the national policies and regulations on the reform of the job title system,and analyzes the text content of the school-level job title evaluation method;on the other hand,it conducts questionnaires and interviews with sample schools to collect relatively rich first-hand information.It summarizes and summarizes the evaluation methods of the professional titles of teachers in 8 sample schools after decentralization,and further analyzes the problems existing in the professional title system of teachers in 8 eastern vocational colleges with the help of SPSS data analysis tools.At present,there are still some major problems that need to be solved urgently in the professional title system of teachers in China's higher vocational colleges,including that the system design direction is not clear enough and the characteristics of higher vocational teachers have not been highlighted;It is not reasonable enough to affect the fairness of the review results;the review subject construction is not perfect and there is no effective monitoring mechanism;the system implementation effect is not obvious enough,and the effectiveness needs to be further improved.The main reason is that the concept of system design is relatively lagging;the limited rationality of the participants of the system;the system design is restricted by the external environment.The main recommendations include giving higher vocational colleges more independent governance rights;clarifying the value orientation of the designation of the title system;improving the scientific character of the content designof the title system;continuously optimizing the diversity of the review subject structure;standardizing the rationality of the title system;Strengthen the effectiveness of the process monitoring of the title system,etc.The main innovations in this study include:(1)Enriching the theory of institutional effectiveness,expanding the value effectiveness and functional effectiveness of the institution into four dimensions,and constructing eight observation points to be used as reference indicators for the analysis of the degree of institutional effectiveness;(2)From the perspective of governance theory,discuss the construction of a new type of government-school relationship,put forward a clear relationship between the governance subject and responsibility,and implement the reform of the title system;(3)From the perspective of teacher evaluation theory,the important guiding role of the development evaluation concept in the design of professional title system is discussed.
