Research On The Problems In The Implementation Of State Educational Loans In China And The Countermeasures

Since the implementation of State Educational Loans in universities, the pressure in the poverty-stricken students has been reduced effectively and the education equality among civil citizens tremendously embodied. Meanwhile, in the implementation in some universities, like Qingdao Technological Engineering University, all kinds of problems cropped up, such as the lack of activity of the commercial banks in carrying out the task, the unsound management system of the primary organization affecting the implementation of the policy, more factors restricting carrying out locally-granted student loans, the dishonesty problem in the process of the implementation and the lack of the proper understanding about students loans of the credit groups in universities, etc. Based on the analysis of the causes of the above problems and the observation and deliberation about the cases in Qingdao Technological Engineering University, the relative countermeasures are to strengthen the social responsibility, tighten the internal supervision and incitement system, improve the evaluation system of State Educational Loans, develop the further funding ways and strengthen the macro-control of the government, perfect the individual credit system, and steady the proper guidance of State Educational Loans system, etc.
