| In Confucianism, one of the most splendid points is"educating all bar none". Confucius believed that there should be education for everyone without distinction. More than 2,500 years have passed; the educational justice and balance are still the heavy topic to talk about in today's society. And they are challenging the education severely. What we must insist on is to stick to the educational justice, treat all the students equally and never give up any students to strengthen the foundation of the every student'development. It is also the virtue that today's education must stick to.With the development of the economic society and the rapid steps forward the process of urbanization, there are a great number of labors from the countryside come to the cities to look for urban employment. Some of their children go into the cities with their parents. Others stay in the countryside alone. How to make these children enjoy the opportunities of going to school equally is under the spotlight nowadays.There are five main parts in this essay.Part one is the foreword which expatiate on the meaning of solving the problem of migrant rural workers'children's schooling. Solving the problem properly is the key demand to build the harmonious society, harmonious Qingdao, civilized Qingdao and peaceful school. It's also the demand to balance the development of education. Through that, the justice of education can be shown thoroughly. It helps to raise the quality of Qingdao and gain the potential power for the city's growth and development. The main methods adopted in the research process are summary of experience; interview, survey and case investigation.The second part is about the present status and problems of the migrant rural workers'children's education. Firstly, the general situation that the migrant rural workers'children receive the compulsory education is discussed. The different components, their different jobs, their locations, their different incomes and the policies which Qingdao government is carrying out now are analyzed. Secondly, the reasons why it's difficult for the migrant rural workers'children to go to school are analyzed. There are some systemic and social reasons. In this essay these reasons are analyzed based on the different layers, such as education administration, policies, schools, teachers, migrant rural workers and their children. There's not only the migrant rural workers'economic carrying capacity and schools'receiving capacity, but the support from the government and students'flexibility as well. Thirdly, based on the education justice, migrant rural workers'children have so many difficulties in going to school in the cities. Their wicked living conditions do affect their growth and development deeply. There are some factors which result in more social transaction cost in making the migrant rural workers'children go to school in cities, such as the lapses of drawing up the policies, too many procedures to carry out the policies, the waste of educational sources, the inadequate utilization of social cost for the migrant rural workers'children'education. And they are the great loss for the city too. So the government should develop the notions further and take the great number of the migrant rural workers into their consideration. Thirdly, there are some factors of the migrant rural workers themselves such as economic poverty, backward notion and not well-educated. Fourthly, there are some factors of their children too, for example some psychological problems of the migrant rural workers'children who study in the public schools. Compared with the cotemporary urban students, they always think themselves as the disadvantaged groups, so most of them like keeping all to themselves. Because of the lower social situation of their family and the obstacles of going to school in cities, they usually have the strong feelings of self-respect which cotemporary urban students don't have. Likewise, they have the strong feelings of self-contempt. They feel lonely sometimes. All of that make them very sensitive. When they are looked down upon, they will become more self-respecting. They value the friendship between each other and they are eager to be accepted by the society. Fifthly, there are some reasons of the citizens in Qingdao.The fourth part is about the countermeasures to take to solve the problems of the migrant rural workers'children's school. Based on the educational justice, the saying"living under the same sky and growing up together"is explained further. Firstly, the problem about migrant rural workers'children's schooling must be paid more attention. Secondly, the problem will be a long-term historic phenomenon. Thirdly, the key factor to solve the problem is to get rid of the systematic obstacles. Fourthly, the quality of the new generation of the rural people is worrying. Fifthly,the government of working for the poor must be set up. They should improve the system based on the present system of registered permanent residence. The government should protect the legal rights of the migrant rural workers and take more consideration about them in the future. Sixthly, managing cities should be transformed to managing countryside. Seventhly, the responsibilities must be fulfilled and the policies must be carried out. Eighthly, teachers should treat all the students equally in the class. Ninthly, working mechanism must be overall and long-term.The fifth part is some suggestions for the migrant rural workers and their children. Firstly, it is the common problems of the migrant rural workers and their children cited from the Research for the Flexibility of the Migrant Rural Workers'Children Living in the Cities released by China Adolescent Research Center, January 23, 2007. Secondly, it is the analysis about migrant rural workers and their children and some suggestions for them.There are some innovative points of this essay. One is the pertinent and profound research for the present situation of the migrant rural workers'children's schooling in Qingdao. The other is some operable suggestions and strategies for the migrant rural workers'children'schooling during the period of compulsory education and their developments are made based on the policy and the present status. |
