Since the independent college was founded,it has aroused in-depth discussion and extensive attention of the academic community and all walks of the society.Some show support,some denial while some others voice their doubt as there are no conclusions to some problems.These problems include the social recognition of independent colleges,high charge,quality of source of students,shock of state-run college restructuring to private colleges,the potential of attracting social investment,the approval to qualification of partners and healthy development of independent colleges.Qindao College should proceed from overall situation of higher education development and the economic and social development of Qingdao,fully realize the historic context and realistic condition of emergence and development of independent colleges,analyze their nature,orientation and the essential impact on reform and development of higher education,and explore the endogenous development mechanism.Next,we need formulate strategies and measures which ensure healthy development of Qindao College and foster it to be a new growth point of higher education modernization and popularization.This paper will carry out an in-depth analysis to the external macro-environment,competitive context and internal micro-environment of Qingdao Technological University Qindao College with theoretical tools like PEST analysis and SWOT analysis based on its actual situation.It will also identify the advantages and disadvantages,formulate proper development strategy and implementation measures according to the opportunities and challenges and define its goals for the purpose of a faster and better development.
