The development of public sports venues as an important carrier of sports are mainly invested by the government and the ownership belongs to the state. They are state-owned assets. However, the economic benefits of public sports venues have been restricted by the relatively large investment scale venues, long capital recovery period and the high maintenance costs. Over the last decade, public sports venues in Xi'an are developed rapidly. After the Forth City sports meeting held in Xi'an in 1999, Xi'an has renovated and expanded a number of high-level sports facilities, such as Shaanxi Provincial Stadium, Shaanxi Province Swimming and Diving Hall, Shaanxi tennis center which are all in line with international standards as domestic competition venues. In the case of the rapid development of sports venues, how to optimize the allocation of public resources, sports facilities, improve the utilization of venues and increase revenue have become some important problems to those sports venue operators and administrative departments.This paper includes literature reviews, experts'interviews, questionnaires and other research methods which investigated five public sports venues in Xi'an. Starting from Xi'an public sports venues and operational status management system, it discusses public sports venues for business in Xi'an including management and project development, analyzes and summarizes the main problems faced by Xi'an Public Gymnasium Management and the proposed countermeasures. Through systematic analysis it has drawn the following conclusions:1. The number of public sports venues and the amount of investment in Xi'an has increased on yearly basis; the scale of new venues construction is also increasing, the types of venues is also more diversified. However, the construction of sports facilities here is distributed in an imbalanced way. Fore example:venues mainly show up in the northern and southern suburbs, as well as the city centre. However there are none large public venues have been build up in the eastern and western suburbs due to the economical and the cultural are less developed.2. Management of public sports venues in Xi'an has three different ways to operate:main business unit management, business unit within the enterprise management and enterprise management. Beside two management systems that are profitable after reform, there is no substantive change in other management system for the public sports venues; the overall pace of reform is very slow. Venue is not strongly organized to be profitable, and the lack of specialized business management hinders the effective development of complex business projects.3. Xi'an mode of operation of public sports facilities including self-management, contract management and leasing business. Venues use many operating methods to fully use of existing venues resources to carry out a variety of business projects, in addition to sporting events and theatrical performances, some venues also host various exhibitions, sports development office and develop intangible sporting assets, organized youth summer camp management projects such as commercial venues to improve their self-sustaining function. During the investigation of the five highly utilized public sports venues, venue managers hold a positive attitude toward the business development aspects of projects, hoping to maximize the development and utilization of venues resources.4. Research shows that:benefits of public stadiums in Xi'an has improved year by year, of which two venues through the management unit in the management system are able to maintain profitability, this management model in the management of other traditional institutions have a demonstration effect on the direction of reform.5. Public sports facilities in Xi'an can expand by increasing the development of commercial projects to resolve the situation of poor long-term gains venues. It will accelerate the pace of reform of the management system, establish a multi-channel marketing concepts and the development of human resources and so will help to improve operating efficiency in Xi'an public stadiums.
