Education is the golden key to accelerate the scientific development. vocational education is the universal golden key to promote China's urbanization and industrialization, which can crack almost all the the door of problems. Vocational education is the inevitable product of social development and modern scientific and technological progress, an important part of China's education, and the important pillar of realizing the industrialization, socialization of production, modernization and urbanization. Meanwhile, to develop the modern vocational education is an important duty of governments at all levels, the Government's policy orientation directly affect the development of higher vocational education. From the late 90s of last century to the end of 2010, China's higher vocational education not only has made a breakthrough in scale and quality, but at present, has basically formed a full coverage pattern, which covers each city (prefecture-level cities) with at least one vocational institutions.The rapid development of higher vocational education is also affected by many factors. One factor is the inner institutional me chanism, the another is external environmental factors. This paper mainly erplores external factor,which is the the government's impact on vocational education in the process of manaing and promoteing vocational education. We can conclude from the course of higher vocational education's development that the government is leading force to promote the development of higher vocational education an important source of policy and funding of its development. the government's role and its function effectiveness in managing higher vocational education will directly affect China's vocational education and sustainable development. Therefore, we should rationally define the government'function in managing higher vocational education in order to promote the development of higher vocational education. It is no doubt that Study on this problem has important theoretical and practical significance in the development of higher vocational education in China. This paper focuses on and bebins with the development of higher vocational education,which cohere to the main line of manageming higher vocational education. It mainly analyzes the government's role in development, existing problems, and how to make the government can play the leading role, the market mechanism full play the role in the regulation, mobilizing more active participation of social organizations and other issues in the coming period,.The aurhor considers that to laocate the government's function in managing higher vocational education should follow the principle of fair, performance and supplementary. It should accelerate the transformation of government functions, transfer the methods of work, from a single management to pluralistic governance, from extensive management to public service. The functions of government should be located in the creator of policies and regulations, the coordinator of development planning, the supervisor of education quality and the provider of public service. Only in this way can we achieve scientific orientation to the government's managing higher vocational education, realize the sustainable development of vocational education and serve for China's socialist modernization.
