The success of ideological and political education plays an important role in the process of China's New Democratic Revolution in which China achieved great victory. Through the history of the Chinese Communist Party, Chinese communists tried early constructing the work system of ideological and political education. The exploration on ideological and political education system penetrated into the whole new-democratic revolution period and the early period of socialist construction. It has a great effect even though the construction of ideological and political education was partial in that time.Since the reform and opening-up, although some local cities has tried establishing some new ideological and political education systems, the development of these systems are unbalanced. There exist severe formalism in some local cities. Generally speakingour ideological and political education systems are imperfect. There are many reasons caused these problems, but the main reason is that we attach importance to the construction of material civilization while neglecting the construction of spiritual civilization in the process of modernization construction. Realizing the systematization of ideological and political education can improve the state which people neglected construction of spiritual civilization and meet the need of the construction of socialism market economy and harmonious society.The ideological and political education system construction contains the systematization of its activities'development,policy decision evaluation,rewards and punishment,research and pre-warning,securityand management and so forth. We should use these systems construction to run the ideological and political education by depending on the system instead of man's consciousness, expert decision instead of government functionary decision, evaluation which classed into great,good,average,bad instead of formalized evaluation and rewards and punishment which makes some people happy while others sad instead of noneffective ways. So that we can realize the able person up, the mediorce person off. Thus, ideological and political education can play its great role again just like its past role in history.In order to set up ideological and political education system, we should employ experts who own higher theoretical level and rich practical experiences to draw up systems, and then inspect and perfect them gradually in the process of practice. We should shorten the distance between the system establishment and implementation in order to improve the practice level of ideological and political education system.
