The Republic of China was founded after XinHai Revolution in 1911. The society got relatively steady, and it offered economical development good social surroundings. Enhanced by the demands of economical development and the development of foreign countries' vocational education, vocational education appeared in China, and began its tortuous course of development. During the course, on the base of exploring and thinking over China's realistic needs and investigating foreign countries' vocational education systems, China brewed and set up the RenXu Vocational Education System, which was popularized in the practice. In 1927, the government of the Republic of China established. It made some changes on the RenXu Vocational Education System, and continuously promulgated a series of decrees. These decrees enriched and broadened the contents of vocational education system. This was a course of systematization of vocational education.Till the breakout of Anti-Japan War in 1937, the systematization of vocational education of the Republic of China finished basically. To summarize the tortuous course, we can find that, it was involving more and more participants, changing People's notion in some degree and gradually emphasized the usefulness and position of vocational education; also, it was a course of learning Western Countries' vocational education systems but trying to integrate them with China's actual demands. Meanwhile, to satisfy the demands of economic development and the adjustment of industrial structure, vocational education adjusted, which on one hand showed that the mutual enhancing relationship between vocational education and economic development andindustrial structure adjustment, on the other hand, also showed that vocational education system should comply with the actual demands of China. As a branch of the course of the systematization of education, it enriched the contents of education system and made the structure of education get a relatively balanced development. As an initiating period of the whole process of the systematization of vocational education, it offered the subsequent improvement of vocational education system a stably base.However, it should be pointed out that, constrained by historical conditions, people's notion and knowledge, the systematization of vocational education during that period unavoidably had some shortcomings. They consisted of the following four aspects. Firstly, the government of the Republic of China didn't give enough attention to the development of vocational education. Secondly, in some degree, the development of vocational education didn't comfort to economic and industrial structure adjustment. Thirdly, vocational education system needs to work harder to comply with the development of the native country further. Fourthly, vocational education system itself wasn't perfect, and the practice in different provinces was not balanced. Thinking objectively , it was an inescapable step in the process of the systematization of vocational education, also, it was the lesson and reference the age left to the current reform and development of vocational education.
