The enforcement of ability oriented education brings the social focus onto the health condition of students. At the China Youth Sports Development Forum on August 5,2011, the Vice President of Beijing Olympic Association, Professor Jiang Xiaoyu said that, due to various complex issues, the public health of Chinese people was getting worse in the past 20 years. Adolescents'health is even more worrisome, which is the fundamental of the nation's future. Director of Department of Physical, Health and Arts Education, Ministry of Education, Yang Guiren also made comments on physical health of adolescents. He said that concern about adolescents'physical health problems is about the future of our country. As the enforcement of ability oriented education over the years, PE in schools has achieved good results. But serious problems still exist in the students' physical health. The 2004 National Student Physical Health Monitoring results show that, some students'health condition was getting worse and the proportion of obese and overweight increased rapidly."The National Standards of Health Condition for Student" (refer as "Standards"), which was enforced in 2007, is the standard used in all schools. However, the feedback shows that students not only failed to obtain good sporting skills, or the knowledge and methods of keeping health, but did not form the habit of exercise, which led to the physical condition of students declines as the grade increased. Thus, according to "standard", interspersing with exercises improving physical quality into the PE classroom, modifying teaching contents and changing teaching model, and improving the physical health of students through a series of education reform, are the issues colleges must face now. Many indicators of students in independent institutions of regular colleges are lower than other students of the same age, because of the good economic condition of their family and excellent growing environment, which also results in bad effects on growth. The PE teaching reforms is necessary in independent institutions of regular colleges. So, based on the "National Student Physical Health" the research of PE teaching reform in independent institutions of regular colleges in Chongqing should be conducted now without delay. This paper studies the effectiveness of PE teaching through literature review, sampling, and statistical analysis. The PE teaching reform was based on the "The National Standards of Health Condition for Student". We proposed the plan of teaching reform after analyzed the reasons which cause the aggravation of health condition among students. The reform was carried out in eight classes which have the same size. And the experiment data of pre and post reform were collected. The comparing and analyzing those data enabled us to further discuss the effectiveness and visibility of PE reform. The conclusion of this paper can be used as reference for further study and practice.
