After the personnel system reform of teachers in colleges and universities, the university management evaluation system for teachers is becoming gradually complete, but in the counselor's performance evaluation management is insufficient. Counselors are the ideological and political education bearers, so they need to guide students to form a correct world outlook and outlook on life, and meanwhile, they have to guide students to develop good personality and good psychological quality, which enhances students'life ability. Their work is related to moral education and routine work, but with the expansion of college enrollment and the shift of socio-economic types of it, and based on the characteristics of college students, the management of students needs to be enhanced. How to improve college counselors'overall quality and strengthen college counselors'performance evaluation management is an important issue that the ideological and political education in colleges and universities is facing. Establishing and perfecting college counselors'performance management system has great significance for college students'ideological and political education and improve college counselors'performance management system.This paper has conducted an analysis of the significance and necessity to implement college counselors'performance evaluation in the new era, and made the corresponding vertical and horizontal comparison of counselors'performance evaluation. Researches have been made on how to build college counselors'performance evaluation index system in the new era and college counselors'performance evaluation system has been designed based on the case of Changzhou Institute of Technology. The system applies a kind of overall assessment method, which includes four dimensions such students'evaluation of teaching, existing party branch secretary's remarks, individual self-assessment and colleagues'evaluation of teaching, etc. and the result will be fed back to further improve college counselors'performance evaluation.Counselors'performance evaluation is a complex project. It is just an initial exploration in Changzhou Institute of Technology, where there are more links for further perfection and improvement. However, the initial exploration work of counselors'performance evaluation in Changzhou Institute of Technology has built up lots of successful experience for us to do it well. We should conscientiously sum up these pieces of experience, and try to update it in a theoretical level, which can be used to guide us to perform well in the counselors'work.The paper consists of four chapters. The first chapter analyses the significance and necessity of conducting college counselors'performance evaluation in China. The second chapter determines college counselors'performance indexes and their index weights respectively, constructing college counselors'performance evaluation in Changzhou Institute of Technology based on position analysis and design principles of performance evaluation indexes. Some ideas and suggestions to improve counselors'performance evaluation are proposed in the third chapter. And conclusion is made in the fourth chapter.
