To march into the era of knowledge economy along with the human society, the human resource becomes the most precious resource in the various countries' economic development, promotes the national quality, raises and accomplishes the high quality of talented person to become the focal point which many countries and governments pay attention to, this has provided the important development turning point. For the institutions of higher learning, should use this important turning point fully as the constituent of higher education--higher vocational-technical education, complies with the popularized tendency of the world higher education, displays it facing the market, mechanizes nimble superiority, becomes the essential new force in the higher education institute school system gradually. Although higher professional education has obtained the rapid development in our country, but still has many problems. To realize its survival and the development of higher professional education, the higher professional teachers motivate each valid mean, because the motivation the higher professional teachers can solve the working efficiency problem, enhance the competitive power and strengthen the construction of the higher professional teachers'troop.This article takes the vocational teachers of Liaoyang Professional Technology Institute as the object of study, motivates the basis of theory. Firstly for the degree of satisfaction and the demand condition among Liaoyang Professional Technology Institute's teachers has been investigated and analyzed, expecting that discovers the key elements about affecting the teachers'working enthusiastic, but also for constructing practice basis of teachers' motivational plan among Liaoyang Professional Technology Institute and also designing its plan, includes overall mentality, the principle as well as the material motivational plan and the spiritual motivational plan and so on. Based on this, had pointed out several safeguard mechanisms about our institute, such as formulating motivational plan and implementing the regulation, in the fair of co-operation process's consummation post, establishing scientific and reasonable examination system of achievements, establishing perfect teacher's training system, establishing and consummating teacher's exterior restraint mechanism and so on. In the end, it comes to this conclusion.
